The declaration
The Web was built so knowledge and capability could cross boundaries.
Its primary interface was made for human beings: pages, links, forms, visual hierarchy, gestures, and browsers. That interface transformed civilisation. It made publishing universal, connected distant communities, and allowed people to build together without first asking permission from a central authority.
A new class of participant is now entering that Web. Software agents can search, compare, analyse, coordinate, and eventually act. Yet they reach the Web through interfaces that were not designed for them. They imitate human browsing, infer meaning from presentation, repeat expensive navigation, and frequently lose the evidence needed to explain what they found.
This creates a profound architectural choice.
The machine-readable Web may become a collection of private interfaces controlled by a few model providers, browser runtimes, clouds, or platforms. Meaning may be inferred invisibly. Provenance may be reduced to a link. Independent agents may depend on proprietary interpretation. Publishers may face uncontrolled automation without a credible path to declare what machines may read or do.
Or we can build an open layer.
TWIRX is the Genesis implementation of the Typed Web Commons: an open protocol effort for transforming public web representations into typed, provenance-bearing interfaces for software agents.
The project begins with a narrow truth contract
We do not claim that a provider's statement is objectively true. A website may be accurate, mistaken, outdated, deceptive, satirical, compromised, or in disagreement with another source. Typing a statement does not turn it into fact, and committing a hash to a blockchain does not make the external proposition true.
We claim something more precise and more defensible:
This origin returned these bytes at this time. This observation preserved them. This adapter found this native statement at this location. These declared transformations and semantic mappings produced the value shown to the agent.
The evidence and derivation are part of the result.
Native meaning comes first
A website's original term and lexical value remain available beside any shared semantic interpretation. Normalisation is a view, not an erasure. Mappings are versioned claims with context and provenance, not invisible declarations of universal equivalence. When sources disagree, the disagreement remains visible. When a field cannot be interpreted safely, the correct result is unresolved — not a plausible invention.
The protocol must remain sovereign from its first implementation
No programming language, compiler, package registry, browser, cloud, model provider, chain, company, or institution owns the Typed Web. Specifications, canonical encodings, public test vectors, and conformance define the protocol. Implementations may compete and still interoperate. Self-hosting, federation, independent verification, and the right to fork must remain possible.
Security is not an ornamental layer added after adoption
TWIRX processes adversarial inputs by design. We assume that a hostile party may control a URL, redirect, response, document, structured-data block, adapter proposal, model input, or contributor account. Untrusted components may observe, extract, infer, and propose. They cannot grant themselves canonical authority. Failure must be visible. Resource use must be bounded. Unsafe components must remain isolated. A signed artefact may still be wrong; a signature proves integrity and responsibility, not truth.
The project is accountable to the people and publishers who make the Web valuable
Read-only access is the default. Authentication, access controls, paywalls, and reasonable rate limits are not obstacles to evade. The long-term goal is not perfect reverse engineering. It is a Web in which publishers can expose authoritative, typed, rate-governed interfaces directly — and in which agents can understand exactly what they are permitted to do.
Future actions will require explicit authority. Financial, destructive, irreversible, or legally consequential operations must be scoped, limited, state-bound, reviewable, and receipted. No agent should receive broad power where a narrow mandate is sufficient.
Cryptography without speculative ownership
Cryptography may strengthen this architecture through artefact signatures, transparency logs, publisher attestations, revocations, scoped mandates, and execution receipts. Public chains may optionally notarise commitments or settle payments. They will not become the source of semantic truth or the government of the commons.
There will be no protocol token. Governance rights will not be sold. Artificial scarcity will not be imposed on a public semantic layer.
A future corpus, not a premature model
The architecture will eventually produce a remarkable body of semantic training evidence: observations, candidate structures, proposed mappings, accepted and rejected interpretations, drift events, adversarial examples, and repair history. That record may support a future Web semantic induction model. But models will propose; they will not define the canon, authorise actions, or promote their own conclusions.
Our present limits
TWIRX is currently Genesis / pre-alpha. Its first implemented gate is intentionally narrow: controlled observation, content-addressed evidence, deterministic encoding, independent Go and C validation, fail-closed extraction, native and semantic value separation, unresolved states, fuzzing, sanitizer checks, and offline replay. It is not yet a public arbitrary-URL service. It does not yet provide browser discovery, model-assisted inference, actions, payments, or production multi-tenancy.
We publish those limits because credibility begins where exaggeration ends.
This project is being built for the world, but public work still requires food, shelter, tools, compute, storage, review, and sustained human attention. Maintainer runway is therefore a legitimate and transparent project cost. Contributors may fund the work, operate compatible services, build independent implementations, or help govern a mature community. They may not purchase ownership of the protocol or privileged control over technical truth.
We invite engineers, security researchers, semantic-web scholars, publishers, standards practitioners, public institutions, infrastructure providers, and people who believe the agentic Web should remain open.
A machine-readable Web will exist.
The decisive question is whether it will be enclosed or shared, opaque or evidentiary, centralised or plural, persuasive or accountable.
TWIRX exists to help choose the open path.
The Typed Web belongs to everyone — or it is not the Typed Web.
Declaration, manifesto, charter, specification
This page is the declaration: the short public commitment. It is deliberately not the same document as the values behind it, the law that binds the steward, or the technical contract an implementer must satisfy.

Keeping them apart is a practical commitment, not an editorial preference. A declaration mixed into a specification cannot be enforced, and a specification mixed into a declaration cannot be implemented.
