Selection is not implementation
The Atlas contains 500 selected public-origin identities. It does not claim 500 working adapters, 500 reviewed access policies or 500 live sources. Each public counter advances only when evidence exists for that specific dimension.

These decisions were approved by the Genesis steward at
2026-08-11T12:15:50Z. Their work orders are route-bound and
budget-bound; none authorizes arbitrary retrieval.

An origin has several independent states
TWIRX does not compress authorization, technical readiness and publisher trust into a single maturity number. That prevents “technically possible” from silently becoming “permitted” or “publisher-approved.”

The Genesis 500 selection
Candidates span nine public-knowledge families under quotas fixed in advance. Selection establishes a measurable universe for future review; it grants no network, compilation or semantic authority.

The scheduler remains disabled for broad ingestion. Current work is limited to the explicitly approved scopes above.
The funded Atlas-500 gate completes a dossier and explicit human policy outcome for every selected identity, then attempts bounded profiling for every eligible origin. Denied, uncertain and unsuccessful results stay visible; they are not erased to improve a headline count.
